「Act on the Manufacturing Regulation, etc. of Specific Substances for Ozone Layer Protection」
In accordance with Article 17, “Guidelines for Emission Control and Rationalization of Halon” is announced as follows.

· Article 1 (Purpose)
This guideline is intended to control the emission and rationalization of use of Halons, which are banned from production and import from 2010 in accordance with the Montreal Protocol on Ozone Depleting Substances. It aims to

· Article 2 (Halon Bank Private Business)
Utilize analysis and regeneration facilities, recycle the recovered halon, and supply it after receiving pre-product inspection from the Korea Institute of Fire Industry and Technology.
Priority to supplying Halon to major uses where it is difficult to apply alternative materials to Halon, such as in the fields of defense, culture, and communications.
Halon's storage amount and sales performance, etc., shall be reported to the Minister of Trade, Industry and Energy by the 15th after the end of each quarter according to the attached form.

· Article 3 (Recovery of Halon)
Halon collection companies and handling companies must deliver the recovered Halon to a private Halon Bank business entity.

· Article 4 (Notice of Halon Holdings of Private Halon Bank)
The Minister of Trade, Industry and Energy reports the quarterly sales performance of Halon Bank's private businesses and the amount of Halon held on a quarterly basis by the Ministry of Trade, Industry and Energy website (motie.go.kr/announcement) and the Korea Fine Chemicals Industry Promotion Association website (ozone.or.kr/) It will be notified in the domestic implementation laws and regulations/notices/announcements/halon bank).

· Article 5 (Expansion of use of halon substitutes)
Those who wish to install a fire extinguishing system in a new building or change an existing fire extinguishing system should endeavor to use environmentally friendly alternatives rather than using Halon fire extinguishing agents.

· Article 6 (implementation of these guidelines)
Those who handle and use Halon, and fire-fighting agencies that manage Halon firefighting facilities, should endeavor to ensure that this guideline is smoothly implemented for Halon emission control and recycling.

· Article 7 (review deadline)
The Minister of Trade, Industry and Energy said about this directive at the point of every three years as of January 8, 2019 (until January 7th of the third year) in accordance with the 「Regulations on the issuance and management of orders and regulations, etc.」 Each) should review its feasibility and take measures such as improvement.

· Addendum
